1. Open the control panel of the web server and shift+right click Regional and Language Options Image Removed and click "Run as..."
 - If the "Run as" does not appear you will need to login with the application pool ID and run the Regional and Language Options through that session.

2. Enter the account details of the account as configured in the application pool.

3. Press customize in order to choose your own formatting.

4. Change the negative number format. After you have changed it press ok and restart the application pool or type iisreset in the command prompt.
