User setting
Choose Permission for Draft Data in User Maintenance to allow a user to view Draft Data.
In the The following table you can see the impact of being details what data users are allowed to see draft data.
based on the 3 Permission values.

To maintain the current and draft period you go to maintain variables Maintain Variables in the Report Administration Ribbon.
The Variables are @PER_current and @PER_draft in conjunction with @YER_Current current and @YER_Draftdraft. You can set these per application.
Override per Report
Additionally the draft functionality can now Draft Data restriction for users with NoPermission or LimitedPermission can be disabled per report (switched it is on by default). This feature can be used for forecast or budget reports reports with Forecast and/or Budget data where the user should be able allowed to select future periods.
Example
If a user is not allowed has NoPermission to view draft data Draft Data and the @PER_draft period variable is configured as shown above then the POV Point of View bar would look like this:
